Description

Update upload sync API to reflect changes as mentioned below.

Ref: Mail from eHealth on 18.09.2023.

While checking data n UAT db ,It is found that basic_section_id ,sub_center_id saving User Id based institutions which is not correct. Asha block based basic_section_id ,sub_center_id is correct. Ashablock concept already mapped to basic_section_id & sub_center_id, So there is no logic in putting Ids in these fields in House survey.

Kindly request to ignore these fields in House survey which is not relevant and don't use these fields for any purposes. We will remove this field later after db level consolidations.
