A common identifier in both local and server.
In between connection drops/app closing may cause data to insert in the database but the status is not reflected at the local app side.
That can cause duplicate data insertion in the server in further data upload syncs.
Common identifier will be a random key based on components - Institution ID, User ID, Device ID, A code for House Survey H100
