Description
Develop Geo-fencing with sound alert notifications
Modify the geo-fencing panel to use the Dynamic Text Panel and Leaflet.js instead of the Geomap plugin.
Render the map using TileServer GL,
mark buoy locations,
and implement threshold-based calculations for sound alert notifications.

As discussed, finalize API response JSON format with buoy_ref_lat and buoy_ref_long and radius.
Simulate in Grafana panel scripting.
Correct circle rendering issue with map zoom.
