Explore on mechanisms to keep last fetched data from cache for refreshing-not-needed panels when dashboards are refreshed

Create a dahsboard variable ctd_temp_data in grafana server scope.
Call API to fetch data.
In Panel script,
Get value for an attribute datachanged.
First API call, with datachanged = true, set value of ctd_temp_data as current json response. Show panel with data.
Next API call within data-no-change period, the API to return datachanged attribute value as false.
If datachanged = false, show panel with data from dashboard variable ctd_temp_data.
If datachanged = true, update dashboard variable with new json reponse data and show panel with new json response.
