Resolve issues in sync as reported from RCC deployed application

The synchronization of screening hub data from .Global to .Local was executed on an institution-wise basis.
Although the API retrieves the necessary person records, some entries are not being updated in the .Local database.
This issue requires debugging and further check to identify the root cause and implement a resolution.
