Implementation for Forward button in Fundus viewer.
Change task_status of currently analyzing clinician user to W (Forwarded to the second level)
Insert a new record in task_schedule for the clinician user to whom the image is forwarded with task_status as P.
The login of the second-level clinician user should see these forwarded images for further analysis.
