Digitally Connected Tribal Colonies (MeitY)

Implement the following button controls in the report UI: Save as Draft, Submit, Print, and Close.

Save as Draft: Allows users to save partially completed report data. This enables users to return later and continue editing.

Submit:Finalizes the report. Once submitted:

• The report data becomes read-only and cannot be edited.
• The Print button is enabled.

Print:

• Disabled until the report is submitted.
• Once enabled, it allows users to download the submitted report at any time.

Close:

• Closes the report UI without saving or submitting changes.
  When the report UI is opened, if previously saved data (draft or submitted) exists, it should be fetched and displayed to allow review or further editing (only if not yet submitted). __
